Hillman's 1/4 in spring-wing toggle bolt is the classic budget route to real toggle strength, holding up to ~90 lb in drywall, plaster or hollow block, with wings that open wide to grip deep cavities. Very cheap in a 50-pack, but the wings drop into the cavity once removed (not reusable), and the 1/2 in hole is hard to hide.
