The reference-standard Swiss bypass hand pruner for clean cuts on live stems, roses and deadheading up to about 1 inch, with fully replaceable parts so it lasts decades. Downsides: it runs 3-4x a big-box pruner, the standard F-2 is a large right-hand model (small hands want the F-6/F-9), and forcing it past 1 inch twists the blade.
